Introduction: Panchayati Raj Institutions (PRIs) provide decentralized democratic governance at the village level. The 73rd Constitutional Amendment, 1992 strengthened their role in facilitating social inclusion by institutionalizing representation and local participation.

Mechanisms of inclusion:

  1. Political representation: Seats and chairperson positions are reserved for Scheduled Castes and Scheduled Tribes in proportion to their population.
  2. Women’s participation: At least one-third reservation for women constitutionally expanded their entry into rural political decision-making; many states provide 50%.
  3. Gram Sabha: It creates a forum where villagers can participate directly in:
  • development planning;
  • beneficiary identification;
  • social audit;
  • local accountability.
  1. Decentralized planning: Local institutions can better identify needs concerning:
  • housing;
  • drinking water;
  • health;
  • education;
  • livelihood.

Thus:

Limitations: Inclusion may be weakened by dominant-caste control, proxy representation, bureaucratic interference and unequal access to information.
