Shifting cultivation, also called swidden agriculture, is a form of extensive cultivation in which forest land is cleared, burnt, cultivated for a few years and then left fallow for natural regeneration. FAO defined it as a farming system where relatively short periods of cultivation are followed by relatively long periods of fallow. In India, it is known as jhum in North-East India, podu in Odisha-Andhra region, and bewar among the Baiga. Anthropologically, it is not merely an agricultural method but a way of life where economy, ecology, kinship, religion and social organisation are interlinked.

This cycle shows that shifting cultivation is based on ecological rhythm rather than random forest destruction.
Socio-Economic Characteristics
Subsistence economy
The economy of shifting cultivators is primarily subsistence-oriented. Production is mainly for household consumption rather than market surplus. It corresponds to Marshall Sahlins’ Domestic Mode of Production, where the household is both the unit of production and consumption.
Mixed cropping
Shifting cultivators usually practise mixed cropping. Crops such as rice, millets, maize, pulses, tubers, vegetables and oilseeds are grown together. This reduces the risk of total crop failure and provides dietary diversity. Indigenous ecological knowledge Shifting cultivators possess deep knowledge of soil, slope, rainfall, vegetation, fire, crop combinations and fallow cycles.
Harold Conklin’s study of Hanunoo shifting cultivation showed that such cultivators have refined ecological knowledge. Hence, shifting cultivation should not be dismissed as primitive burning.
Communal land tenure
Land is generally controlled by the village, clan or community. Individual families usually get temporary cultivation rights over plots. Among several Naga groups, village councils or clan elders regulate land allocation. This helps maintain community control and prevents absolute private ownership. Kinship-based labour organisation Labour is organised through kinship, reciprocity and cooperation. Clearing, burning, sowing, weeding and harvesting often involve collective labour. Such cooperation strengthens social solidarity and reduces dependence on hired labour. Low technology but high adaptation Tools are simple, such as dao, axe, digging stick and hoe. However, technology is adapted to hilly terrain, forest ecology and rainfed conditions. Thus, it is low in external inputs but rich in local ecological adjustment.
Role of women
Women play an important role in seed selection, sowing, weeding, harvesting, food processing and storage. Since shifting cultivation is hoe-based rather than plough-based, women’s participation in production is significant. However, final authority over land may still remain with male elders in many societies.
Mixed livelihood system
Shifting cultivators rarely depend only on cultivation. They also practise hunting, fishing, gathering, animal rearing, bamboo work, wage labour and collection of minor forest produce. This mixed economy reduces ecological and economic risk. Low surplus and limited monetisation Traditionally, shifting cultivation produced little surplus. Market dependence was limited and exchange was often based on reciprocity. Today, many shifting cultivators sell bamboo, fruits, spices, livestock, forest produce and surplus crops in local markets. This shows increasing monetisation.
Ritual and sacred ecology
Shifting cultivation is closely linked with rituals, taboos, ancestor worship and agricultural festivals. Following L. P. Vidyarthi’s nature-man-spirit complex, land, forest and cultivation are not merely economic resources but part of sacred tribal life. Selection of land, first sowing and first harvest are often ritually marked.
Relative social equality
Since land is largely communally regulated and surplus is limited, shifting cultivators traditionally show less economic stratification than settled agrarian societies. However, market penetration, land scarcity and commercial crops are now creating inequalities.
Environmental and Cultural Dimensions
Shifting cultivation is shaped by both environmental and cultural factors. Environmental factors include climate, rainfall, soil, slope, fertility, flora and fauna. Cultural factors include tools, kinship, community organisation, indigenous ecological knowledge, rituals and customary law. Thus, it is a cultural-ecological system, not merely an economic activity.
Contemporary Changes and Problems
Earlier, long fallow periods allowed soil and forest regeneration. Today, fallow cycles have shortened due to population pressure, forest laws, land alienation, sedentarisation policies and commercial crops. This has led to declining productivity, soil erosion, food insecurity, indebtedness and ecological degradation. Government forest policy and increasing cultural contact have reduced shifting cultivation in many areas. Communities such as Gonds and Bhils have increasingly moved towards permanent agriculture. However, any shift to settled agriculture must be gradual and culturally acceptable, because shifting cultivation is part of the tribal worldview and community life.
Way Forward
The solution is not forced abolition but improvement through:
- secure community land rights
- longer and scientifically managed fallow cycles
- agroforestry
- soil conservation
- minor forest produce support
- local crop diversity
- community-based resource management
- respect for tribal customary institutions

Shifting cultivation is not a primitive or irrational practice. It is an ecologically adaptive and socially integrated tribal livelihood system. Its present crisis is mainly due to shortened fallow cycles, loss of customary rights and external pressures. Therefore, policy should improve and support it rather than destroy the socio-cultural world of shifting cultivators.
